BRE Report on Crime and Security in Hospitals and Transport Systems

BRE recently conducted research to improve safety and security at two large London NHS Hospitals. Research identified the huge costs of crime in hospitals running to millions of pounds a year. We also discovered hidden costs, such as high staff turnover and sick leave due to injury or stress. Our study disclosed that hospital security was frequently overlooked and under resourced.We found the main security problem was the public nature of hospitals, which can be compared to self-contained mini-cities that combine many users under one roof.Controlling movements of people is difficult and the usual methods of access control are only partially effective.

We discovered that potential offenders were easily able to move unchallenged around the hospital in public and private sectors. It was noticeable how hospitals contain many items that are desirable and easily transportable, for example drugs, computers, TVs, medical equipment, personal belongings of patients and staff. The main types of crime experienced in the hospitals were theft, assaults on patients and staff including ambulance personnel, car crime, drug and alcohol abuse and related crime. Using the tools we have developed we were able to identify the main areas of risk and make cost effective, achievable recommendations which have been implemented. Measures are already having impact with reductions in crime, disorder, drug and alcohol abuse within the hospital buildings, grounds and local area.
